Categories Explained

The following are the categories of energy sector users that may participate in NEPKI.

Electricity Aggregator
A person other than an original equipment manufacturer who owns, controls or operates one or more electricity generating units comprised of CER that are:
  1. connected to a distribution or transmission network; and
  2. classified as:
    1. one or more market generating units under the National Electricity Rules;
    2. a ‘Facility’ under the Wholesale Electricity Market Rules; or
    3. a ‘registered CPC Facility’ under the Electricity Industry (Pilbara Networks) Regulations 2021.
Distribution Network Service Provider (DNSP)
  1. a person registered with the Australian Energy Market Operator as either:
    1. a distribution network service provider in accordance with clause 2.5.1(a) of the National Electricity Rules NER, or in accordance with the National Electricity Rules as modified under the National Electricity (Northern Territory) (National Uniform Legislation) (Modification) Regulations 2016; or
    2. a network operator of a distribution system in accordance with clause 2.28 of the WEM Rules;
  2. a person that is a ‘Covered NSP’ for the purposes of the Pilbara Networks Rules made pursuant to the Electricity Industry (Pilbara Networks) Regulations 2021 PNR; or
  3. a distribution network service provider operating in Australia regulated by rules similar to those referred to in (a) or (b).
OEM (manufacturer)
A manufacturer of CER or other hardware that integrates with CER.
OEM (aggregator)
A supplier of software services that facilitate the integration of data as between one or more CER assets.
Electricity Retailer
A person holding a retailer authorisation or exemption that permits them to lawfully undertake the sale of electricity to consumers in one or more state or territory in Australia.
